In India, Jhpiego works across nineteen states in close collaboration with national and state governments, providing technical assistance in the areas of family planning, maternal and child health, and pre-service nursing and midwifery education. These projects are funded by USAID, Bill & Melinda Gates Foundation, Norway India Partnership Initiative (NIPI), David & Lucile Packard Foundation, Children’s Investment Fund Foundation (CIFF), MacArthur Foundation, Department for International Development (DFID), Merck for Mothers and others.

Jhpiego is hiring for the position of Clinical Officer (CO) for providing technical assistance to the state governments of Odisha and/or Chhatisgarh for integrating and strengthening Intrauterine Contraceptive Device (IUCD) services into the family planning program. The CO will provide Technical Assistance (TA) to the program state/s and report to the Director, Clinical Services and Training (FP) with dotted line reporting to Associate Director (FP), India Country Office (ICO), New Delhi

Responsibilities:

• The Clinical Officer will provide technical inputs for development of training packages, training material and training curriculum.

• Remain updated on relevant technical knowledge and clinical skills, best practices and follows Jhpiego’s guidelines on technical issues.

Provide need based technical inputs for development of project work plans.

• Adapt and develop evidence-based, gender-appropriate clinical standards, job-aids, counseling materials and other materials needed for implementation of the program.

• Conduct training courses, workshops and on-site technical support visits for providing hand-holding support to the facilities for relevant clinical skills and service delivery approach on regular basis, based on programmatic needs, as part of a broad strategy of quality improvement. Undertake all activities required to ensure provision of quality technical assistance (TA) to the state government and focus project facilities for implementation of the program as per the program implementation plan and performance indicators; to ensure that the trainings/ workshops and project concerned services are conducted according to the established quality parameters-including liaising and logistics management.

• Mentor state level trainers during trainings conducted by the state and mentor the service providers for providing quality services. Facilitate development of action plans for their individual improvement of skills.

• Orient and mentor Jhpiego new staff on technical, clinical and programmatic aspects of training and ensuring quality of training and service delivery by the state partners at the project sites.

• Undertake activities to facilitate establishment of quality services according to the performance standards, at the supported facilities.

• Provide support in tracking progress and quality of clinical trainings according to agreed work plans, assist in gathering of needed data, ensure quality of documentation of services at the project focus facilities during supportive supervision visits, mentor counselors and data recorders for quality and complete data entry and prepare reports to ensure donor and headquarter reporting needs are met.

• Contribute to the preparation of program reports, success stories, case studies, leaflets and other materials for documentation and dissemination of the results of the programs to the relevant stakeholders.

• Contribute/prepare abstracts and presentations/posters for national/ international conferences and for peer reviewed journals.

• Share developed materials internally with Jhpiego colleagues through the organization’s knowledge management system (my.jhpiego and JLibrary)

• Contribute to development of innovative technical strategies and approaches and set priorities for all assigned duties.

• Keep the supervisors, senior colleagues, team members and other concerned persons in the program informed of all successes, challenges and lessons learned.

• Stay updated on programmatic priorities and approaches through self-study and coordinating with other staff.

• Maintain strong professional relationships with Ministry of Health and Family Welfare (MOHFW), clinical training institutions and medical colleges in the states of operation and other development partners.

• Fulfill other duties assigned by supervisor, key persons of Programs and the Clinical Services and Training team as per the needs of the program.

Abilities/Skills:

• Excellent written, documentation and oral communication skills.
• Competent in relevant clinical knowledge and skills; and training skills following adult learning principles.
• Ability to work in a team maintaining harmony with other team members.
• Ability to develop productive working relationships with other agencies, stakeholders and other organizations.
• Ability to work within the government setup and communicate regularly with a variety of team members in multiple locations.
• Ability to do multitasking and work under pressure of time to meet deadlines.
• Proficiency in writing technical and programmatic documents such as training materials and reports.
• Proficiency in computers - Microsoft Office.
• Ability and willingness to travel up to 50% of his/her time.

Qualifications/Knowledge:

• MBBS with DGO / MD or MS (OBG) or MD (PSM) or MPH with practical experience of relevant clinical skills in conducting delivery and providing family planning services.
• 3-5 years of clinical experience in teaching/ education/ clinical setting.
• Sound clinical knowledge. Experience in health programs, particularly Family Planning/Reproductive Health focusing on essential Obstetric Care, IMNCI will be an added advantage.
• Familiarity with the Indian health system, key stakeholders and relevant government policies/strategies particularly National Rural Health Mission and Nursing/ Midwifery Education Systems.
