Charity Science requesting for Proposals on Increase of Childhood Vaccination Proposals are due by May 12, 2017. STATEMENT OF PURPOSE: Charity Science (CS) is conducting a project using short message service (SMS) reminders to increase childhood vaccination rates in India. CS seeks proposals from prospective partner organizations to increase participation in our program in any of the following states: Rajasthan, Uttar Pradesh, or Madhya Pradesh. This proposal is for a small-scale pilot initiative. Organizations that prove successful in expanding the reach of the program will be eligible for expanded partnership arrangements and additional funding.
BACKGROUND:The SMS program benefits children under the age of 5 and their families. Pregnant women and new mothers who enroll in the program receive regular, concise SMS text messages to their cell phones, reminding them when it is time to bring their child to a healthcare facility for a vaccination shot. Having established the basic features of the project, CS’s main focus at present is expanding the reach of the program by significantly increasing the number of registered participants. The primary goal of this initiative—and the primary metric for evaluating proposals—will be the cost-effectiveness of enrolling pregnant women and new mothers from target populations (i.e., from traditionally underserved groups) in the program. Cost-effectiveness is defined as the cost per new participant enrolled in the program.
SCOPE OF WORK:The organization will outline a plan for registering new participants in the Charity Science immunization reminder program. Proposals should describe a plan for generating as many new registrations as possible within six months, and provide supporting evidence of the organization’s capacity to execute that plan successfully. Charity Science has already completed the technical infrastructure required for sending SMS reminders, and we will design and deliver all text messages, so proposals do not need to include these technical services. Proposals should focus on collecting new phone numbers and baseline data, and delivering these numbers and data to Charity Science.
Both for-profit and non-profit organizations are eligible to submit proposals, although non-profits will receive some preference. We are open to a wide variety of strategies designed to generate more participants in the program. Approaches may include (but are not limited to) collaboration with hospitals and other healthcare facilities; collaborating with other health-focused nonprofits and health associations; and connecting to government programs.
Charity Science is particularly interested in registering participants in traditionally underserved and underprivileged populations.
SIZE OF AWARDS:Initial grants will be for up to $30,000 USD (₹20 lakh INR), with an expected duration of approximately six months. Organizations that demonstrate success and establish a productive working relationship with CS will be eligible for additional and larger grants. Organisations should have FCRA clearance to receive foreign funding.
PROPOSAL FORMAT AND INSTRUCTIONS:Proposals should be submitted via email to mark@charityscience.com by May 12, 2017, 11:59 pm UTC. Proposals received after this date will not be considered. Proposals should be submitted in the form of a PDF, Google Document, or Microsoft Word document. Please limit proposals to approximately 10 pages (not including appendices).
The proposal should include at least the following sections and provide at least the following information: 1. Organization Description: - A brief description of the organization’s history, mission, and current activities - Description of activities and outcomes for projects similar to that outlined in the proposal - Curricula vitae for key program personnel, demonstrating relevant skills and experience
2. Participant Recruitment Plan: - A detailed outline including specific locations, target populations, and methods - An estimate of how many new participants the organization will be able to register within a six-month window, with supporting evidence for the estimate - A theory of change, logical framework, or logic model detailing how the proposed activities will result in new program registrations - The organization’s plan for scaling up the strategy beyond the initial grant period, if additional funding were supplied
3. Budget: - A detailed budget displaying the cost of proposed program activities, along with a “bottom line” estimate of the cost per new registration. For reference, we eventually hope to attain a cost per registration of $0.50 (₹34 INR) or less. However, somewhat higher costs for smaller-scale pilot initiatives are expected. Proposals should give detailed breakdowns of both the initial startup costs and the eventual costs of registering new participants “at scale.”
