Innovative Approaches for Local Nutrition Governance Bangladesh

This is a restricted call for proposals. In the first instance, only concept notes (Annex A.1) must be submitted for evaluation. Thereafter, lead applicants who have been pre-selected will be invited to submit a full application. After the evaluation of the full applications, an eligibility check will be performed for those which have been provisionally selected. Eligibility will be checked on the basis of the supporting documents requested by the Contracting Authority and the signed ‘declaration by the lead applicant’ sent together with the full application.

To apply to this call for proposals organisations must register in PADOR and submit their application in PROSPECT (see section 2.2.2 of the guidelines). The aim of PROSPECT is to increase the efficiency of the management of the call for proposals and to offer a better service to civil society organisations through a new panel of functionalities such as the on-line submission and the possibility to follow up online the status of their application.

BACKGROUND:Bangladesh has made remarkable progress in ensuring food and nutrition security, mainly driven by rapid economic growth and many successful social and health policies and programmes. Although an impressive progress in food production has been achieved in the recent years, food and nutrition insecurity generally remains high for a large part of the population. Stunting has fallen significantly from 60% in 1997 to 36% in 2014. Possible factors driving stunting reduction include increased access to education by girls, improved sanitation, falls in fertility rates and rising income from overseas remittances. However, Bangladesh faces challenges to sustain this progress, particularly given the high levels of vulnerability. The socio-political challenges in Chittagong Hill Tracts (CHTs) also present a specific vulnerability context deserving special attention. More than 62% households in CHTs live below the absolute poverty line. Factors such as isolation, exposure to risks, linguistic and cultural diversity and other challenges have created a chronic crisis situation seriously obstructing the development of these areas and giving rise to marginalisation, poor investment in education, agriculture and overall livelihood opportunities. 

Further focusing on the nutrition sector, Bangladesh has given it a top priority in several policy papers, namely: the 7th Five Year Plan, the national Food Security Plan 2008-2015 and its related Country Investment Plan (CIP) 2008-2015 where a holistic approach to food security and nutrition is identified. In addition the National Plan of Action for Nutrition (NPAN) has recently been revised with greater emphasis on a life cycle approach and integrating nutrition sensitive interventions. Furthermore the CIP2- which is currently under preparation - is integrating a food system approach which encourages further comprehensiveness. Nevertheless despite the abovementioned legal framework developments, the actual implementation is still facing challenges, which are mainly related to the need of nutrition governance with a complex multi sectorial response.
Over the last decades the EU has supported a large number of food security initiatives in Bangladesh mostly focusing on production and access (safety nets) and overall through traditional projects with little attention to nutrition governance. There is now the need and opportunity to ensure a more comprehensive approach to nutrition going beyond narrow approaches focused only on specific nutrition interventions or increased food production. Thus the emphasis under the new EU Multi-Indicative-Planning 2014-2020 is on the improvement of nutrition in Bangladesh and promotion of a sustainable food security system resilient to increasing climate change-related challenges. 
 
In view of the above, and with the purpose to make a shift from small and scattered community-based-grants to more integrated and concentrated Actions based on sustainable processes, Actions to be funded under this Call for Proposals are meant to replicate and scale-up innovative local governance models for better nutrition, which have already proved valid and successful at local level, either in Bangladesh or in other countries and which are feasible to be implemented in the Bangladeshi context. In particular, Actions will further develop capacities at local level to ensure more effective, inclusive and sustainable solutions to deliver nutrition-sensitive services through mobilising and empowering communities. The replication and scaling-up of proved successful models will be instrumental for “upgrading” the level of interventions and avoid starting-from-scratch exercises.
 
A specific lot of this Call is devoted to the Chittagong Hill Tracts with the geographical and political specificities implied

OBJECTIVES OF THE PROGRAMME AND PRIORITY ISSUES:The present Call for Proposals covers the third component of the broader EU funded programme  on Food and Nutrition Security Programme for Bangladesh 2015 for which the ultimate beneficiaries are children, pregnant and lactating women and adolescent girls from poor households.
The general objective of this Call for Proposals is “to improve maternal and child nutrition”. 
 
The specific objective is to implement at local level innovative, resilient and scalable nutrition governance pro-poor models which are validated and aligned with national policies.
 
This Call for Proposals invites CSOs/NGOs and International Organizations intervening locally in close articulation with line ministries, local government and private sector, to replicate and scale-up innovative – but already validated (in Bangladesh or in other countries that are feasible to be implemented in the Bangladeshi context) – local governance models for better nutrition of poor households through an integrated and multi-sectoral approach (nutrition sensitive). 
 
In order to facilitate an effective oversight of the whole EU-funded programme as well as create space for closer dialogue with the Government, the governance arrangements of the Actions funded under this Call for Proposals will be aligned with the Governance structure of the other two components of the above mentioned EU programme, consisting of a Supervisory Management Board (operational level)  and one  Programme Steering Committee (policy level) .
