Solicitation for expression of interest -FHI

 

 

Hiring an implementation agency for the capacity building of 20 Female Injecting Drug Users (FIDU) sites identified by Department of AIDS Control (DAC) for program implementation in the North East Region of India.

 

 

Background

Female injecting drug users (FIDUs) have been recognised as a group at high risk for HIV by National AIDS Control Organisation (DAC working group on IDUs, 2012).

 

 

As a part of implementing NACP IV; about 20 sites were identified in the North East region by DAC/NACO to implement FIDU intervention program. Currently, HIV interventions among FIDUs have been operational primarily in selected sites in four north-eastern states of Manipur, Nagaland, Meghalaya and Mizoram.

 

FHI 360 has been given the responsibility by DAC to provide technical support (a) to initiate FIDU program in the selected sites (b) strengthening the intervention delivery in all the sites by building their capacity.

 

An expression of interest is requested from strong field based organizations who have technical expertise and experience in delivering interventions to FIDUs who will be able to provide extensive training and handholding support to the service delivery organizations and thereby build their capacity and strengthen the FIDU program.

 

Scope of Work:

 

The following major activities are expected to be carried out by the implementation agency towards the above purpose within the time frame of four months:

  • Coordinate and build relationships with respective SACS, service delivery organizations and important stakeholders in the FIDU implementing sites
  • Recruit key staffs with FHI 360 to provide training and conduct capacity building programs to skill build FIDU implementing organisations in the North East
  • Coordinate with FIDU implementing agencies and SACS and gather all important existing documents, manuals, SOPs and implementing protocol
  • Identify, select and form a pool of resource persons in discussion with FHI 360/SACS and implementing agencies who can carry out capacity building workshop/training
  • Document and prepare reports, minutes and other required manuals from time to time
  • Make field visits at FIDU implementing sites to monitor progress and maintain quality of implementation
  • Trouble shoot and provide support in solving the problems faced during providing the intervention services
  • Report the on-going activities on a daily/monthly activities; as per the guideline or as desired by FHI 360
  • Perform any other FIDU related activities as assigned by FHI 360  

Expression of Interest:

Interested agencies are invited to submit an EOI. EOIs should be no longer than two pages of A4 paper in the format specified (any EOIs that do not conform to this will not be reviewed).

 

Deliverables:

1.     Filled in EOI format (not exceeding 2 pages)

2.     Latest audited financial statement of accounts

 

Evaluation criteria:

The EOIs will be evaluated and shortlisted on the basis of the organizational capacity and relevant experience as demonstrated in the filled in EOI format. Only the shortlisted organizations will be contacted within a week and requested to send in their detailed proposals.
