Due Date: 30 December, 2014 HealthRise, a Medtronic Philanthropy funded project implemented by Abt Associates, Inc. is requesting letters of interest from prospective non-government organizations (NGOs) to receive a grant to support demonstration projects to expand access to cardiovascular disease and diabetes prevention, treatment and care. Grantee projects will target underserved communities in the districts of Udaipur, Rajasthan and Shimla, Himachal Pradesh. NGOs that fit the criteria mentioned below will be invited to submit a full application through a Request for Application (RFA) process with an anticipated release date of March 2015 for three-year project grants. These grants will be awarded by May 2015. The award timeline may be subject to change BACKGROUND: Medtronic Philanthropy has selected Abt Associates as the global implementation partner for HealthRise, a five-year effort to expand access to care for underserved populations living with diabetes and cardiovascular disease. To reach this goal, HealthRise aims to strengthen health systems by advancing policies, empowering patients and leveraging caregivers and frontline health workers to enable people living with chronic disease to successfully manage their condition over the long term. This effort will involve local, innovative pilot/demonstration projects, stakeholder engagement and advocacy efforts in four target countries: Brazil, India, South Africa and the United States.
In each country, community needs assessments will guide the overall project. Medtronic Philanthropy funded a preliminary community needs assessment in India in 2013, conducted by MAMTA Health Institute for Mother and Child.** The Institute for Health Metrics and Evaluation (IHME), the global evaluation partner for HealthRise, will work with local evaluation partners in India to complete the needs assessment in in the latter half of 2014. Findings from both of the completed needs assessment will inform the design of the RFA scope in both districts. The preliminary assessment identified a number of barriers and opportunities in the target districts’ continuum of care, and determined the prevalence of hypertension, diabetes, and NCD risk factors among these districts’ populations. An excerpt from the report’s findings in the executive summary follows in Appendix A. Through this request for Letters of Interest, Abt Associates seeks NGOs/CBOs that can design and implement local demonstration projects that address these findings through patient empowerment activities, support and training of frontline health workers, technology interventions and/or policy and advocacy initiatives. While the focus of this effort is to address CVD and diabetes, applicants are encouraged to consider leveraging existing health platforms (i.e. MCH, FP, HIV, TB, Malaria, etc.) and health systems strengthening frameworks. The global evaluation partner will independently monitor progress and impact over the five-year period. Overall the global project will seek to measure if the community-level interventions lead to the strengthening of the health system and better management of chronic conditions among the underserved. To enable sustainability, projects should be designed with scalability and replicability in mind, and should demonstrate connection to local and national NCD and health plans for selected geographies Please note that at this stage we seek to understand the capabilities and prior experience of interested organizations, and will disseminate a precise scope of work in the RFA planned for release in March 2015. Interested organizations must complete the Letter of Interest Form below and provide a response no later than the 30th of December. All responses should be submitted electronically through FluidReview through the link below. Letters of Interest from organizations that meet these requirements will be reviewed by an evaluation panel using the following evaluation criteria: Evaluation Criteria | Points | Number of years of prior experience in implementing projects in any health area with active engagement of community. | 0 -- No experience 1 -- Limited experience (1-2 years of experience ) 2 -- Moderate experience (3-9 years of experience) 3 -- Extensive experience (10+ years of experience) | Demonstrated success in implementation of one or more health projects which showed results/changes in all OR any one of the key areas during implementation. (a. Health indicators, b. Policy changes, c. Sustainability/Replicability) | 0 -- No significant change in any of the key areas 1 -- Significant level of change in commercial viability of the project 2 -- Influence in National or State policy change through the project 3 -- Significant level of change in population level health indicator | Prior experience or demonstrated ability to implement projects in the state of Rajasthan and Himachal Pradesh. | 0 – No experience 1 -- Limited experience (1-2 years of experience in any one state 2 -- Moderate experience (3-5 years of experience in any one state) 3 -- Extensive experience (3+ years of experience in both states | Strong demonstrated strategies adopted in five key areas:
1. Local-level advocacy 2. Improving health seeking behavior in the community 3. Capacity building of service delivery providers 4. Patient and family empowerment 5. Integration of various health areas (such as maternal health, TB, HIV, child health, urban and rural health. | 0 -- None 1 -- Limited understanding (demonstrates some knowledge in one or two areas) 2 -- Moderate understanding (demonstrates knowledge in more than 3 areas) 3 -- Extensive understanding (demonstrates knowledge in all 5 areas and has served as a stakeholder in shaping district and state health priorities) |
Only eligible applicants receiving an average score of 2 points or higher on their Letter of Interest application will be contacted by the HealthRise to submit a full application which will undergo a subsequent evaluation process. Applicants invited to apply need to comply with the standards and rules associated with Abt Associates and its agreement with Medtronic Philanthropy.
