Introduction:Terre des hommes Foundation (Tdh), with headquarter in Lausanne, Switzerland, operates in 34 countries around the world with a mission to protect the rights of the children. Tdh supports in building a better future for children in need, and their communities, with an approach that is innovative, practical and sustainable. Tdh primarily focuses on issues relating to child protection and health. The Indian Delegation Office of Tdh is based in Kolkata, managing programmes in India, implemented only through local partners. In India, Tdh operates in West Bengal, Andhra Pradesh, Telangana, Jammu and Kashmir and Odisha.

Since November 2013 Tdh is implementing a learning grant in West Bengal and Jharkhand focussing on community support and protection to children affected by sexual exploitation and trafficking. In connection with this grant Tdh is going to organise a series of capacity building initiatives to strengthen organisations implementing reintegration programmes for survivors of sexual exploitation and trafficking.

Description of this assignment

The research reports from the first Phase of the Learning Grant reiterated the importance of developing survivor centric customised plans for reintegration to be successful and sustainable.  As a result it is imperative for the NGO partners to develop an understanding around issues and conditions that affect the survivors both internally as well as from external sources.  Stigma associated with survivors is a crucial issue that has to be understood and addressed for reintegration to be successful. 

The proposed research will identify and understand the different types and levels of stigma as it is felt by the survivors from within and from external stakeholders with an aim to design more appropriate and effective reintegration plans for the survivors.  

Approach to the assignment

The research is expected to be conducted through consultations with survivors and strictly with a “do no harm” principle. The methodology will also include consultations with NGOs working directly with survivors of trafficking.

Proposal submission process

The agency/consultant/s will have to submit a proposal clearly outlining the proposed methodology and timelines, a basic structure of the final reports, resumes of the key members of the team and a budget with number of days required to complete the task, daily fee rates and expenses related to travel and communication.
