Call for Applications India Research and Innovation Partnership Ref: EuropeAid/135474/DD/ACT/IN Last date to receive applications: 21/03/2014 There is a rich diversity of ongoing EU-India bilateral research and innovation initiatives, programmes and schemes, making vibrant and strong cooperation in science and technology between India, the EU and many of its Member States. The EU's "Innovation Union" and the Indian "Decade of Innovation" strategies for achieving inclusive, sustainable and affordable innovation are both focussing on finding solutions to growing societal challenges. At the 12th EU-India Summit in February 2012, a Joint Declaration on Research and Innovation Cooperation was endorsed. It calls for moving up a gear in our cooperation towards building an Indo-European Research and Innovation Partnership with (i) larger scale, scope and impact, (ii) focus on common societal challenges and (iii) enhanced synergies between India, the EU and its Member States. The scale and complexity of these challenges call for increased Indo-European cooperation, pooling and making more effective use of financial and human resources. Ministers of Research from the EU Presidency Trio, Commissioner Geoghegan Quinn and the Indian Minister for Research Deshmukh met in Brussels on 31 May 2012 and agreed on a Brussels communiqué which called for i) jointly defining the scope and develop a Strategic Research & Innovation Agenda – a White Paper, ii) establishing a Group of Senior Officials (GSO) and iii) setting up an industry-driven India-Europe stakeholder group for research and innovation. The shared strategic agenda would focus on societal challenges and targeted priorities of common interest including sustainable environment and water, bio-economy, agriculture, energy and transport, health, and information and communication technologies. It would also cover main aspects of the innovation chain from research to the deployment of innovative and affordable solutions. The aims of this action are: i) to stimulate the setting up of EU-India cluster-to-cluster partnerships in research and innovation, and ii) to support mobility of European research and innovation stakeholders from research based clusters in Europe to clusters in India. This will result in increased knowledge, human resources and mutual understanding between the EU and India, contributing to fully exploiting the potential of Indo-European research and innovation cooperation towards finding solutions to common societal challenges. 1.2. OBJECTIVES OF THE PROGRAMME AND PRIORITY ISSUES The overall objective of the action is to support the implementation of the Indo-European Partnership for Research and Innovation.
