The schemes of pond excavation are not being implemented at grassroots level due to lack of awareness among the farmers. In addition, there is no link between the farmers and government departments to implement the schemes of water harvesting/minor irrigations. Furthermore, farmers have limited knowledge in water harvesting. Other barriers include: low technical and organizational capacities of farmers partly due to the limited institutional government support and extension services for many rural farmers and a lack of access to relevant information credit/capital and essential farm inputs and tools. It is documented fact that Pond Irrigation Systems are more favorable in comparison to conventional type Canal Irrigation system for small farmers in terms of increase in cropping intensity, farm income and vegetable farming, seasonal and off-seasonal. Fresh vegetables are cash crops that can increase income of farmers’ beneficiaries’ coverage. The system is highly potential for vegetables. Water management is correlated with the food security and sustainable development of the poor communities. The farmers are displeased. There is no coordination between the government departments and people for livelihood, food security and natural resources management program. Agricultural department of Maharashtra government has number of program for agricultural development. But , no use of these programs from people ends. Hence, in order to bring the concept of food security, natural resources management and sustainable development, IDS plans to take up Farm Based Irrigation System, FBIS. Idea is to evolve the FBISs in the agricultural fields of the farmers. FBIS plays important roles in creating food security, livelihood and conservation of natural resources. FBIS is poverty eradication program for rural and tribal communities. Farm ponds are small water bodies formed either by the construction of a small embankment across a field waterway or by excavating a dug out. Rain water is usually harvested from small catchment areas and then used for irrigation when the crops need wetting. Since a farm pond is formed in the low-lying area in an agricultural farm it will act as a runoff collection water body.
