The Organisation was established by likeminded persons in the year 1985 and got registered in 1986 under the Manipur Societies; Registration Act, XXI of 1989 with the objective of undertaking community health and development activities to make a welfare society for all the people of Manipur State.
The dedicated like-minded youths gave collective efforts to develop this Organisation by organising different programs in the field of youths, women and children, art and culture, environment and ecology, health, sports and education etc. in collaboration and support of government departments, NGOs and CBOs in view of bigger scope of its vision, mission, and objectives. Now, the Organization is being organized different activities in the field of Health, Economy, Education and Women and youths etc.
The Organization is a registered Non-Governmental Organization having no affiliation to any political party, caste or creed and religion. It is a purely non-political, non-sectarian and non-profit making organization. The Organization shares its commitments and activities with the community level voluntary agencies in different health and developmental activities. The Organization organizes different activities in the field of Health, Economy, Education, HIV/AIDs, Women and youths etc. that formed the various components of the program.
Now, time has come for the OSCAR to set for a long-term goal by having a clear-cut policy on health, socio-economic development issues of rural poor, marginal farmers, , improve health status of the people by capacitating village level Health Workers, Dais and RCH Volunteers, particularly to develop youth and adolescents at community level.
