Job Title: Sr. Consultant – Skill Development
Name of the Organisation: Madhya Pradesh Council for Vocational Education and Training (MPCVET)
Location: Bhopal, with travel to other states and districts within MP

About MPCVET:MPCVET has been established under the Chairmanship of Honorable Chief Minister to implement the activities of the State Skill Development Mission (SSDM). This Mission will be responsible for providing employment oriented skill development training to youth under the State skill development strategy and ensure assessment and certification of the knowledge and skills acquired by them as per the National Skills Qualification Framework (NSQF) to enable them in participating and availing the opportunities created due to the economic progress made in the country.

Two types of organizations are operational under the Mission 
 
1) Skill Development Centers and 
2) Vocational Training Providers. Apart from this under the Mission there are 22 State Departments that implement skill development training. MPCVET is responsible for providing direction, training curriculum and certification services to these departments. The Mission is also the nodal agency of the State for conducting skill mapping, skill- gap analysis and assessing manpower requirement. 

Deliverables
 
The Sr. Consultant will be responsible for: 
1. Improved stakeholder engagement to ensure implementation of programmes through results based approach.
2. Development of MPCVET’s vision and the work plan for the next five years
3. Ensure that Skill Development Centres/ Vocational Training Providers
Deliver market based training programmes
Development of the curriculum and learning resources for the skill development centers
Development of the monitoring and evaluation system for MPCVET’s activities and establish the benchmarks to access its effectiveness
Develop a list of the day to day activities
Develop strategies for Skill Development Centers for ensuring financial self-sufficiency /operations through PPP mode.
4. Arrangement for training and certification of people who acquired skills through traditional mode of training, such as black smiths, jewelers, carpenters etc.
5. Assessment of the sector wise demand for trained workforce for the next 5 years.
6. Improved coordination with national level agencies such as NSDA, NSDC, industries and Industry bodies
7. Utilization of CSR funds of industries in the state for skill development
8. Improved coordination with other departments associated with Skills Training in the state
9. Establish an advanced e-governance based arrangement for promoting skills training, registration, training, assessment, certification and delivery of certificates to the trainees.

Administrative Arrangement
 
The consultants will work under MPCVET and will report to the Chief Executive Officer-MPCVET

Duration of the Contract 

All consultants will be offered a 2 year contract initially, which will be extendable by another 2 years based on the requirement of the council and the performance of the consultant. The contract can also be terminated by an advance notice of one month by both the parties.

Qualifications 
a. MBA or a Post-Graduation in Social Work/ Economics/ Development Studies/ or any other related degree from a recognized university along with a Bachelor’s degree in Engineering/ Economics/ Other social sciences from a UGC/AICTE recognized institution or a degree in vocational education.
b. At least five years of managerial experience in skill training/development. Candidates with managerial experience in Skills domain would be given priority.
c. Candidates with a Post Graduate degree from Nationally renowned institution will be given priority.

Other requirements
a. Should have a strong understanding of the current vocational training ecosystem and should be aware about the national and state priorities in the state.
b. Should have excellent command over English and Hindi languages and should have strong report writing skills.
c. Should have excellent computer usage skills
d. Should have strong analytical and communication skills
e. Should be able to work in a team

Remuneration
The maximum remuneration for the senior consultant will be Rs 75,000 /- per month. The Senior Consultants will also be eligible for Travel and Dearness Allowance as those applicable to Gazetted Officers (Additional Director Rank) in case of travel within and outside the state.
