Inclusive Development and Social Protection

Who can apply

A research project must be carried out by a consortium of at least two research organisations from across the globe including at least one from an LMIC, preferably from one of the seven countries mentioned above. Preferably, the consortium also includes a practitioner organisation.

The project must be coordinated by the main applicant who must hold a senior position with one of the participating research organisations.

The consortium representatives will, a.o. steer the process of project demand articulation, formulate and submit the proposal, contribute to research activities, (possibly) capacity strengthening activities and communication activities that enhance the application of the project outputs.

What to apply for

The total budget available for this call is 2.1 million euros. A maximum of 300,000 euro can be applied for per research proposal. The project duration may not exceed 24 months.

A project proposal must consist of a coherent set of activities. Apart from research activities, a project proposal must include communication and knowledge sharing activities with (external) stakeholders in order to make knowledge available to and accessible for a broader group of practitioner organisations (including government organizations).

When to apply

Proposals can be submitted until 1 October 2014, 12:00 hrs. (CET).
However, a Letter of Intent must be submitted before 1 September 2014, 12:00 hrs. (CET), in order to be eligible for the competition.

Assessment

Criteria :Proposals are assessed for quality based on the following criteria:

Scientific quality:

Potential to generate new, evidence-based knowledge and insights;

Validity of the conceptual framework (coherence of the objectives, research questions and research methodology);

Feasibility of the research project to deliver the expected outputs within 24 months;

Appropriateness of internationally acknowledged experience of the consortium members and complementarity and level of integration of their expertise in the project.

Relevance for development:

Extent to which the proposal is contextualised in the socio-economic policy making of social protection programmes in the targeted country;

Potential of the research to result in informed advice and policy prescriptions for practitioners;

Result-oriented approach of awareness raising and knowledge sharing activities;

Quality of the impact pathway and indicators, including the gender aspect of the ultimate target group.

Procedure

Eligible proposals are assessed for quality using a fixed set of selection criteria (see above) and are ranked for quality by an International Advisory Committee (IAC). Based on the advice of the IAC, the Programme Committee will decide upon funding. It is expected that seven projects will be funded, also depending on the advice of the IAC and the available budget.
