The proposed project will serve to support, supplement and leverage the ongoing activities and interventions of the Kala Azar/ Visceral Leishmaniasis (VL) Elimination Program. Through targeted interventions, CARE aims to substantially increase coverage and quality of IRS across all affected areas of Bihar to reach near-universal levels by 2016; ensure near-complete case-finding, complete treatment and accurate reporting by 2015; and strengthen managerial capacities within the Government of Bihar (GoB) to sustain elimination beyond 2017. The proposed interventions are built on a detailed understanding of the situation on the ground developed from early Replica Watches experiences of the Strengthening Kala Azar Elimination Project (SKAEP) which was implemented by CARE in eight districts of Bihar on a Pilot basis. Findings of a VL Situational Analysis conducted under SKAEP helped in designing VL interventions. This analysis will identify barriers to complete and timely IRS rounds; elucidate the state of treatment and care available at public facilities and the role of the private sector in treatment and diagnosis of VL; and identify barriers to recording the actual incidence of the disease. The Project is currently being implemented in all 33 endemic districts of Bihar and four endemic districts of Jharkhand. With a long history of being a credible, successful partner of the government and with a recognized role in health in Bihar and India, CARE will provide strategic leadership Cartier Replica and implement the scale up VL control activities across the state in close partnership with respective departments in Government of Bihar and the National Vector Borne Disease Control Program (NVBDCP). Job Summary:
The M&E officer for VL project shall report to State MLE Manager for the day-to-day implementation of the Monitoring Processes for this Project in Jharkhand. The M&E officer, under the supervision of State MLE Manager will play a critical role in implementing various VL Project - monitoring, evaluations and research studies in Jharkhand like IRS Supervision, Entomological Surveillance study, IRS Coverage Estimate, Situation Analysis, Squad Training etc. S/he will ensure the technical quality of these studies and should be able to work efficiently as part of a team or independently, depending on the assigned task and on the situation in various capacities. She/he will help build district staff capacity to meet the CML needs for the Project. Reporting Relationships: 2 District Data Quality Monitoring Coordinators and 8 Block MLE Coordinators Key Responsibilities Overall Leadership: • To lead the overall MLE operations in 4 districts of Jharkhand. • To be accountable for the overall success of MLE efforts, specifically, in terms of data quality, efficiency and use. People Leadership and Management: • To effectively line manage the team of direct reportee and ensure their effectiveness and efficiency • To effectively motivate the team members (Data Quality Monitoring Coordinators and Block MLE Coordinators) for promoting their urge to constantly innovate new strategies and approaches for increasing efficiency of entire operations - data collection, logistics, cleaning and collation. Technical Leadership: 1. Provide technical inputs on designing research studies and develop baseline estimates for each outcome indicator and also for helping the VL implementation plan 2. Developing data collection tools and research protocols 3. Develop mechanisms for process monitoring / measuring 4. Support team in measurement, learning and evaluation-related project planning, management, communication and convening with team mates and develop monitoring tools for different studies in the Project. 5. Design and implement effective MIS for the Project 6. Perform on-site support and supervision for piloting studies and effective implementation as and when required 7. To identify training need and provide adequate support in building capacity of district and block-level staff by on-the-job training, classroom training's and hand-holding 8. Develop efficient approaches for managing, tracking and communicating technical support to teams 9. Support the MLE team in effective data use and promote decision based on evidences. 10. Providing technical input in analysis of data and presenting the findings 11. Review, analyze, synthesize, and prepare reports/presentations in close association with the MLE team on evaluation practices, methods, and approaches as described in existing and planned evaluations. 12. Presenting the study findings to different stakeholders and ensuring most effective utilization of the data for evidence based decision making and program management 13. Contribute to MLE team learning in various cross-cutting projects other than VL as per requirement 14. Review and synthesize existing literature and best practices on in existing methods of monitoring and evaluation adapted within the Project in order to provide inputs to help CML team evolve and be at par with the changing trends in the development sector. Operational Leadership, Management and Capacity Building: • To ensure all the data collectors (Block MLE Coordinators) replica cartier and data quality monitoring and any other consultant involved in data collection are adequately trained on each relevant component of the CML – on methodology and tools; ensuring timely refreshers as and when required; ensuring add-on / supplementary trainings whenever a any component is added or modified; ensuring sub-group / individual trainings whenever there is turnover and a new person joins. • To ensure maximum efficiency of data collection in the district by smartly managing task allocation among Block MLE Coordinators. • To help establish strong monitoring plan to monitor per day per person output • To ensure quality of data by ensuring sufficient back-checks, spot-checks and rigorous data editing. • To identify training need and provide adequate support in building capacity of district and block-level staff by on-the-job training, classroom trainings and hand-holding. • To ensure high-level of adherence to the data collection protocol. • To ensure completion of agreed task of data collection within timeline. • Ensuring data collection adheres to ethical guidelines, political requirements and organizational values. Other Responsibilities • To support management of MIS for the entire state of Jharkhand and VL program • To support analysis of all the data generated through the VL program • To support generation of adequate and timely data for submission to donor and Government as and when required Working Conditions: Will be based in Jharkhand with frequent travel to Patna, Bihar Qualification & Experience Essential: i. Masters Degree in Management / Public Health / Social Sciences or other relevant discipline ii. Over 5 years of progressively responsible professional experience (preferably, in junior to middle management level) in Public Health Program or Social Research iii. High level of analytical ability iv. High level of quantitative ability v. Demonstrated experience of managing surveys / data collection initiatives vi. Demonstrated experience of managing team vii. Adequate proficiency in at least one statistical package (Epi-info, SPSS/Stata/SAS), other data management packages and software (like, CS Pro), Excel, Access and Powerpoint viii. Strong understanding of research designing and research methodology ix. Proficiency in English – both speaking and writing x. Ability to communicate in Hindi Preferred: 1. Demonstrated experience of managing large-scale surveys / data collection initiatives in Maternal and Child Health domain 2. Demonstrated experience of managing data quality in a large-scale survey / data collection initiative 3. Demonstrated experience and ability to handle large data set – cleaning, managing and basic analysis 4. Hands-on knowledge of applied statistics 5. Demonstrated expertise in research or program planning and implementation 6.
