Project Description:

The READ Alliance is based on the belief that the ability to read is the most basic building block of learning. The ultimate goal of the READ Alliance is to improve the reading skills of children in India today, preparing them for a lifetime of reading and learning.
 
It represents a bold new approach to partnership and innovation, which can bring about developmental change with rapidity and at scale. In leading the READ Alliance in partnership with USAID, CKS aims to create and lead robust social and institutional networks by bringing together corporations, non-profit organizations, think tanks, foundations, researchers, schools, teachers, and others in a new way to ensure that media, technology and innovation are used more effectively to promote early childhood reading.For this, CKS will bring together new stakeholders, involve them in a constructive and productive dialogue around how they might work together, form strategic partnerships with the stakeholders and domain experts to bring their collective resources together to overcome the challenge, provide the needed innovation platform and the most relevant domain expertise to be able to redress early childhood reading deficiencies in India at scale. The program also aims to capacity enable stakeholders to identify and develop, fund and scale up high-impact solutions for early reading.  

Key Purpose Statement
 
The Project Director is responsible for conceptualization and delivery of innovative Early Grade Reading Projects, and is the face of CKS, to USAID and other stakeholders, for Project Management and Operations.
 
 
Required Skills:
  • Domain knowledge of early childhood literacy including early childhood developmental stages, language development and readiness to learn
  • Practical knowledge and experience of designing and managing large scale programs, especially in the arena of education and/ or reading.
  • Ability to pKopi Klokker initial">rovide thought leadership and anchor high-level dialogues on early grade reading
  • Experience in managing a multi-faceted and diverse team
  • Should have managed multiple stakeholders and should have good background understanding of Monitoring and evaluation of education programs.
  • Demonstrated success developing and evaluating program models, and selecting and successfully operationalizing innovative Education programs
  • Proficient in using technology as a management reporting tool and experience working with information technology staff to develop and implement program evaluation systems
  • Strong project management skills managing complex, multifaceted projects resulting in measurable successes and program growth
  • Deep understanding of contracting and fund raising aspects
  • Demonstrated results in managing through complex systems and proven experience negotiating win-win agreements
  • Excellent verbal and written communication skills with exceptional attention to details

Qualifications:

This is an extraordinary opportunity for an individual with team management experience to grow and further develop a proven education program, more specifically an Early Grade Reading Program. The successful candidate will lead program, partner with the USAID and work collaboratively with a high-performance management team. Specific requirements include:

  • Minimum of a Master’s degree in education, early childhood, social work or allied field preferred;
  • At least 10 years of experience with three of those in a team management role.
Job Description:
 
Program Planning-
  • Plan the delivery of the overall program and its activities in accordance with the mission and the goals of the READ Alliance.
  • Develop new initiatives to support the strategic direction of the READ Alliance
  • Develop and implement long-term goals and objectives to achieve the successful outcome of the program
  • Develop an annual budget and operating plan to support the program
  • Develop a program evaluation framework to assess the strengths of the program and to identify areas for improvement
  • Develop mechanisms to identify and fund the EGR innovation projects.
ProgramExecution-
  • Create detailed implementation plans, time-lines, management and reporting templates for each objective of the project. Execute, with your project team and sub-teams, these implementation plans and develop high quality deliverables on pre-decided submission dates.
  • Conceptualize methodologies and end-to-end implementation of the same, and work with your team to develop deliverables, as required by the client.
  • Assign, schedule, execute, and monitor project work to ensure good progress according to expected guidelines and work completed on time and within budget. Mentor and provide direction to project     team members.
  • Identify,  track  and  communicate  project-related  issues,  scope changes,  variances  and  contingencies  that  may  arise  during  the implementation of the project to internal and external stakeholder as need be
  • Design, plan and execute (with project team support) all dimensions of a large scale call for innovative education proposals challenge and/ or other modalities to sub- contract.
  • Implement, manage, supervise and evaluate all activities related to the sub-awarded projects.
  • Oversee the management of implementing partners, ensuring that standards are maintained across the various organizations while retaining the uniqueness.
  • Oversee partnership development including partner budget authorisation and partner agreements.
  • Maintain oversight over the activities of each member of his/her team,  ensure  that  the  team  is  aligned  with  Client’s Expectations and synchronized with internal systems/ priorities,  allocate responsibilities  across  team  members,  enforce  adherence  to  the established  timelines  for  each  Protocol  or  Reporting Format  and deliver the Output to the Client, in the format prescribed and in a timely manner
M&E-
  • Design research, monitoring and evaluation strategies, field tools, comprising an exhaustive questionnaire for each project objective, analytic guides and workshop scripts, envisaged in the proposal, and submit it to the client for review and approval.
  • Design  a  Field  Reporting  Template,  to  ensure  consistency  of reporting formats and streamlining of data capture in the field, and train project team in its usage at sub-contractor level as well at READ Alliance
  • Design a Pro-forma Presentation for the Project, comprising an outline structure of the intended Deliverables (to the Client) and submit it to the CEO for review and approval.
  • Ensure impact and learning from the interventions is professionally monitored, feeds into and draws from best practice internally and externally, and contributes towards the evolution of the project.
  • Ensure reliable evidence-based information is generated from programs to support the development of effective and innovative advocacy and communications materials
Public relations, communication and liaison-

Knowledge Management and Communication-

  • Workshop and Event Preparations – Oversee the Alliance Manager and the Outreach Manager, work with them to design and execute various
  • Event / workshops.  Oversee logistics planning and management.
  • Participate/Lead these events and workshops, summaries the findings, and guide the creation of out-briefs etc.
  • Oversee READ Alliance Marketing and event collaterals.
  • Work with the Knowledge and Communication Officer to regularly update the website and the interactive knowledge forum.
  • Co-Design, with the Knowledge & Communication Officer, a media, communications, knowledge management and advocacy plan. Direct, and monitor day to day progress of the knowledge and communications team.
  • Create and oversee the creation of knowledge artefacts such as white papers, research papers, blog posts, documentaries, case studies etc.
  • Oversee READ Alliance’ communication strategy to engage diverse stakeholders
  • Ensure that all work papers, documents and reporting deliverables, for his/her Projects, are archived, in a timely manner, upon completion of the Project and/ or interim milestones.
Strategic Partnerships-
  • Design the core alliance building strategy and plan, work with the Alliance Management and the project team to identify high-profile and worthy organizations and individuals, and execute the strategy to build the alliance.
  • Work with the Partnerships/ outreach team to create diverse kinds of MoUs with partners, collaborators and sponsors.
  • Setup strategic partnerships with local partners like Global MNCs, NGO’s, Government Organizations, CSRs, Community Organizations
  • Participate in relevant conferences, symposiums and industry events, and assists in other promotional efforts.
Financial & Contractual matters-
  • Oversee the creation of a detailed project budget for each sub-objective wherein all the project related spends, pertaining to Equipment, Travel & Accommodation, personnel, direct costs and sub-awards are clearly enumerated and segregated; also ensure compliance, of the On-Field Budget, with established READ Alliance’ policies and procedures.
  • Submit the Budget to the Finance Comptroller for review
  • Ensure that the program operate within the approved budget
  • Monitor and approve all budgeted program expenditures
  • Monitor cash flow projections and report actual cash flow and variance to the CEO and client on a regular basis
  • Manage all project funds according to established accounting policies and procedures
  • Ensure financial reports and supporting documentation for funders are prepared as outlined in funding agreements
  • Provide required information to have invoices generated and submitted to funders according to the established timelines
  • Oversee the contractual and administrative matters for the sub-contractors and maintain an oversight on the financial as well as program matters with each sub-contractor on the program
  • Liaise with the Accountant for collection of Project Advance and subsequently allocate the funds among the respective team members, as required.
  • Ensure that detailed supporting documents for all project related expenditure, attach the same to a Project Expense Claim and submit it to the Accountant for further action, once the fieldwork has concluded, within the stipulated time period.
People management-
  • Ensure that the project is structured and staffed appropriately to maintain effective and efficient management and use of all resources.
  • Ensure all staff members receive orientation and appropriate training in accordance with organizational standards.
  • Allocate the tasks among the project team, in an optimal manner, to ensure timely delivery of the project.
  • Manage the performance of the team on a regular basis in concurrence with the organizational standards and protocols.
Overall Responsibilities-
  • Provide quality assurance and client satisfaction for the project.
  • Be the key point of liaison between the program team, CKS and the client.
  • Plan and write deliverables including quarterly and annual project reports.
  • Identify and evaluate the risks associated with program activities and take appropriate action to control the risks.
  • Responsible for technical review of reports (quarterly, annual) donor Replica Orologi rolexreports and technical papers to ensure the highest quality possible in conformity to organizational and donor requirements.
  • To liaise with the donor on a regular basis and keep them abreast of the program progress through the institutionalized governance processes.
