[A]  About Plan: Plan India, a member of Plan International Federation, is a nationally registered independent child development organization committed to creating a lasting impact in the lives of vulnerable and excluded children, their families and communities. For over 35 years, Plan India and its partners have improved the lives of millions of children by providing them access to protection, basic education, proper healthcare, a healthy environment, livelihood opportunities and participation in decisions which affect their lives.
 
Plan India has a long term presence in 10 states. During July 2015-June 2020, we aim to reach 2 million children and youth through grassroots programmes and 5 million children and youth through evidence based advocacy initiatives. Plan is a child-centered development organization without religious, political or governmental affiliations. Plan India’s Country Strategic Plan (2015-2020) aims to implement child centered community development (CCCD) through programs in the areas of early childhood care and development (ECCD), quality education, health, drinking water and clean environment, improved standards of living through household economic security, and right to life with dignity during emergencies. Child participation, child protection, gender equity and advocacy are cross cutting components.
 
[B]  Plan India Strategic Objective on Child Protection
 
The reach and strategic interventions as per Plan India’s CSP IV for child protection programmes is summarized below:
 
Strategic Objective: Increased protection and effective redressal from all forms of abuse, neglect, exploitation and violence for two million children, especially girls across 6,000 villages and urban slums.
 
Intervention Areas:
 
Children have support of effective Community Based Child Protection Mechanisms, linked to the mainstream system
Capacity building of duty bearers engaged in mainstream child protection mechanisms
Engagement of Plan India to institutionalize systemic changes through policy dialogue on child protection issues
 
WASH: Ensure safe access to drinking water and sanitation for girls, adolescents & women.
Citizenship & Governance: Increased number of children and youth led organizations effectively participate in programming, advocacy and decision making on child rights issues
 
[C]    Background:The Juvenile Justice Act, Integrated Child Protection Scheme (ICPS) and Government of India defines Child Protection as keeping children safe from a risk or perceived risk to their lives or childhood. Child protection is about ensuring that children have a security net to depend on, and if they happen to fall through the holes in the system, the system has the responsibility to provide the child with the necessary care and rehabilitation to bring them back into the safety net.   The Government of India’s study on child abuse (2007) and sub group report highlights violation of children’s right to protection.
 
For Plan India, Child Protection encompasses the work and activities we undertake to prevent and respond to all forms of abuse, neglect, exploitation and violence against children through our rights-based child centred community development approach contributing to the realization of children’s right to protection. Plan’s child protection work incorporates our work on child protection in emergencies (CPiE), child protection programming referred to as child protection in development (CPiD) and our institutional policy to safe guard children, Say Yes! To keeping children safe.
 
Plan India’s CSP III is committed to protection of children from abuse and exploitation as a country programme as well as a cross cutting aspect in any program activity or collaboration. Plan India, through its policy and programs, aims to create 'child safe' environments, both internally and externally, where children are respected, protected, empowered and active in their own protection. It seeks to work with parents, children, community, government and Plan's staff so that they are skilled, confident, competent and well supported in meeting their protection responsibilities towards children.
 
Improve knowledge, attitude and practices (KAP) among children and parents on child abuse, female foeticide, child marriage and gender based violence
Promote community based child protection and its effective integration into the state/national child protection system
Improve child protection legislation and policies
 
[D]  Rationale:Plan India’s CSP IV has been developed in the context of two transitions- Plan’s experience of implementing programmes in CSP III on the rights based programming approach and ii) the transition of Plan for opportunities to take on a more visible and legitimate voice as a civil society actor. Both necessitate a concerted focus on advocacy initiatives in seeking to influence policy and practice to bring changes in the lives of children.
 
Plan India’s CSP IV  aims at Plan and its NGO partners working collectively with children, communities, duty bearers and stakeholders at the local, national and global levels to transform governance in the country through changes in laws, policies and institutions to effect positive changes in the lives of All children especially the most marginalized and excluded.
 
Our focus will thus be directed towards ensuring that State initiatives reach the last child –enabling her to access her entitlements and realize her rights to survival, development, protection and participation with dignity. Our reference point for the monitoring of the government’s performance on its obligations and commitment to the realization of children’s rights will be the Constitution of India, ratified international instruments especially the United Nations Convention Rights of the Child (UNCRC) and the Millennium Development Goals and the various national policies and acts derived as a consequence of these. Plan India will locate its child protection advocacy work within two broad frameworks –   
Facilitating Child and Community led  advocacy and Policy Advocacy where Plan India will play a representational role in collaboration and alliances with other civil society actors at the state and National level to influence policies, initiatives affecting children.
 
Appropriate tools like awareness raising, campaigning, participatory research, mobilizing communities and civil society actors will be used to influence institutions formal or otherwise such as  government, local governance systems, corporate, media, opinion makers. Another area of focus will be the formation of networks and partnerships.  Linkages and synergies with regional and global/inter-regional developments will be also be established for a more coherent decision making and approach.
 
[E] Assignment: In this regard, Plan India is proposing to document the best practices followed by Plan India on Child Protection programme and experience of developing different models in community processes, advocacy, research, liaison etc.  Detailed scope of work may be perused below.   It is proposed to hire a consultant for this purpose.
 
[F]  Overall Objective:The overall objective of this assignment is to develop a best practices from programmes implemented by Plan India in CSP III for unifying knowledge in Child Protection.
 
[G]  Specific Objectives
 
To develop a framework on documenting best practices on child protection that incorporates programmes and implementation process along with outcomes of the actions in collaboration and suggestion of Plan Technical Team on Child Protection.
Knowledge Building: Plan Staff/Partners are implementing Child Protection Program in their respective domain. It is important to share homogenous understanding of different concepts and practices related to child protection programming.
To design the training manual in a printable format, as specified by Plan Technical Team.
 
[H] Methodology
Literature Review on Child Protection and related Schemes nationally/State wise and programmes implemented by Plan India.
Analysing status of different flagship programs related to the child protection and their role in Plan India programme.
Interviews with Plan India Staff for understanding their perspective on child protection and their challenges in implementation as well as outcomes. 
Development of framework of analysis and field visits.
Development of Layout & Designing – Agency will prepare a layout development and will get it approved by Plan Technical Team on Child Protection in a ready to print format.

Collate and consolidate reports of various projects on Child Protection in CSP III

Visit the field where the projects are implemented and interact with the implementing partners who were responsible for implementation of these projects
Collect and consolidate best practices being following by Plan International in other countries and also by various international agencies
Collect and document the best practice guidelines developed by UN agencies and other international organizations on these themes
Collect, document and compare the policy guidelines of Government of India in the related area with focus on dominant programming approach.
Review media reports on the project outcomes and impact
Have discussion with the project beneficiaries and document their perspective on Plan programming on the relevant themes/issues
Have discussion with govt. agencies and the respective State Commissions and other relevant Departments to know their perspective about the Plan India programs on child protection and programmes Plan India implement.
Conduct detailed discussion with Senior Technical Advisor-Child Protection, Plan India and other staff members involved in the implementation of these programs
Consolidate all the information and develop a comprehensive report on the best practices of Plan India programming on child protection.
[J]   Consultant/Expert agency – The consultant should demonstrate the following expertise and skills –
Demonstrated technical expertise on child protection in general, and experience of research, developing IEC on the laws, child protection issues etc.
Relevant working experience on child protection and desirable experience of working in different states and knowledge of the regional context and trends;
Demonstrated experience of developing training manuals on child protection laws and conducting researches;
Good communications, analytical skills and high proficiency in written and spoken English;
Working or consultancy experience with Plan India or other child rights-based organizations.  
[K]   Submission of Proposal
The Agencies are expected to submit their proposal within 10 days from the date of issue of this Request for Proposals.The proposal should be accompanied by a work plan and timelines. All cost must be included within the proposal. No cost will be entertained post to the finalization of the assignment. It is also advised to the agencies to submit a session plan along with their proposal. All agencies/individuals are expected to submit technical and financial proposal along with snapshot of profiles of individual (s) who would be engaged in the assignment. These should in two separate word/pdf file. Interest agencies/individuals are requested to submit along with proposals some of their works relevant to child protection.
 
[L]Selection & Award Criteria – The following selection criteria will be applied to the selection process –
Technical capacity - The demonstrated track record of similar successful engagements should be provided.
Professional capacity - Proof of enrolment in a professional or trade register, in country of establishment should be provided.
[M]Time Frame - The proposed assignment is expected to be completed by 31st of March 2016.
