CALL FOR INNOVATORS: IMPROVING MONITORING AND EVALUATION OF GBV

BACKGROUND:In 2015, we launched an ambitious initiative funded by the Swedish International Development Cooperation Agency (SIDA), focused on Gender Based Violence (GBV) programming. The initiative aims to investigate approaches and efforts to best address the significant remaining challenges in this area and stimulate tangible innovations.

We recognise the complexity of GBV in humanitarian contexts and that it defies easy solutions. Although there can be no single ‘innovation’ to address the diversity of challenges around this issue completely or immediately, approaching problems from the perspective of innovation offers the potential to break down complex issues into actionable challenges, to find new ways to tackle problems, and use new ideas, technologies and relationships to drive solutions.

We recently published a Gap Analysis looking specifically at GBV challenges in humanitarian programming through the lens of innovation. This report provides in-depth insights into the most needed and tangible areas for innovation and has generated a series of clearly defined, accessible, and impactful Innovation Challenges to address gaps in GBV programming.  The report aims to engage new actors and new partners from different arenas to overcome the enduring GBV challenges…

CALL FOR INNOVATORS: Drawing on this work, we are now launching a Call for Innovators to Improve the Monitoring & Evaluation of GBV interventions in humanitarian settings.

In the report, we have identified two challenges, each addressing a different theme within Monitoring & Evaluation, to encourage teams to focus their efforts:

INNOVATION CHALLENGE 1: MEASURE THE IMPACT OF GBV PROGRAMMES
 
We are asking for proposals to evaluate the impact and quality of existing or new GBV programmes by developing and implementing different assessment processes and tools, and identifying and monitoring relevant metrics.

INNOVATION CHALLENGE 2: DEVELOP REAL-TIME MONITORING TOOLS
We are asking for proposals to develop tools that easily integrate into the humanitarian system and enable the real-time collection of GBV data during an emergency. The data collected should be reliable and support GBV decision-making and the design of GBV programmes.

WHY ARE WE LAUNCHING THIS CALL?

We want to foster a collective effort to improve Monitoring & Evaluation of GBV interventions. In doing so, we want to stimulate the emergence of promising ideas likely to significantly improve current practice.

It is well recognised that there is still a limited number of voices engaging with GBV, so we want to encourage and facilitate a collective conversation around the two Monitoring & Evaluation challenges we have proposed, bringing together teams with promising ideas alongside experts from other relevant fields – academia, development and private sector, who can offer new and complementary perspective

INNOVATION WORKSHOP OPPORTUNITY

We’ll be inviting teams with the most promising ideas to a two day Innovation Workshop in London on 29-30 November 2016.

Shortlisted teams will be invited to the workshop to develop and consolidate their innovation ideas in line with our early stages of innovation. Each team will need to demonstrate evidence of strong understanding and experience in GBV issues and Monitoring & Evaluation.

At the Innovation Workshop, each team will be given the opportunity to connect and receive feedback and input from actors from various fields such as data science, tech development and behaviour change, as well as guidance from the HIF to consolidate their idea and partnership.

Following the workshop, teams will be invited to apply for grant funding of up to £50,000 to further explore and/or prototype their ideas within one year. This opportunity will be an open call, however, we do encourage everyone to out themselves forward for the innovation workshop opportunity, for valuable time with advisers, the HIF team and implementing humanitarian agencies.
