The purpose of this Request for Proposal (RFP) is to enter into a contractual agreement with a successful bidder and select a suitable contractor to assist UNAIDS with analysis and technical support in the area of sustainable HIV financing framework and its application for selected countries in the Asia and the Pacific region.
 
UNAIDS is an organization that is dependent on the budgetary and extra-budgetary contributions it receives for the implementation of its activities. Bidders are therefore requested to propose the best and most cost-effective solution to meet UNAIDS requirements, while ensuring a high level of service.

Overall purpose: To assist UNAIDS with analysis and technical support in the area of HIV 
sustainable financing framework and provide options for sustainable financing in selected 
countries of the Asia and Pacific Region

Terms of reference:
 
1. Develop a conceptual framework for sustainability of HIV financing within a broader health financing context; specifically explore the relationship and feasibility of HIV financing through Universal Health Coverage financing through looking at their joint resource needs, the extent to which they overlap, their separate and joint scope, resulting expenditure and financing indicators and the challenges of financing HIV through UHC:
 
2. Conduct a study on HIV long term financing options for ASEAN and SARC sub-regions of the Asia and Pacific region. Apart from macroeconomic and fiscal space analysis and forward looking recommendations for these regions with regards to HIV financing the study should contain detailed analysis of the funding HIV funding gap and long term HIV financing options (including increased domestic spending, allocative and technical efficiency, integration of financing and service delivery) for 7 ASEAN countries (excluding Singapore and Brunei) and 4 SARC countries (including India, Pakistan, Bangladesh and Nepal).
