Funds for NGOs Child Rights & You REQUEST FOR PROPOSAL (RFP) RFP Specification: Selection of an agency for a short term project titled ‘Analysis of Budgetary Allocation for Children in India – Education Theme’ SUBMISSION DEADLINE: 24th December, 2014 SUBMISSION ADDRESS: PRAD, CRY Delhi Office, 632, Lane No. 3, Westend Marg, Saidulajaib, New Delhi 110030 Email: rpf@crymail.org Background:CRY stands for Child Rights and You, a rights – based organization actively working for more than three decades for the Indian child. We believe that all children are equal, with equal rights guaranteed to them in the Constitution of India. For over 34 years of working with and for children across 23 states in India, we’ve learnt that lasting change in the lives of children is only possible when we address the root causes of issues like discrimination, caste, class, gender livelihoods, displacement that continues to keep them uneducated, hungry and vulnerable. CRY strongly believes in pursuing evidence based policy advocacy for bringing about lasting change in the lives of children. One of the defined aims is to closely look at the budgetary allocation for children. In this context, we realize that optimum financial and human resource investments are a pre – requisite for realization of the rights of children. We are also aware that larger policy actions, including shifts in macroeconomic policies influence children, whether in direct or indirect manner. In order to support and strengthen the above goal, CRY seeks technical partnership with a credible resource agency/organization. Scope of Work: The objectives of the assignment are: 1.To carry out zero based budgeting analysis for the child rights thematic area – Early Childhood Care and Education (ECCE) and Primary / Secondary Education. 2.To determine sectoral gaps in the above mentioned theme with respect to budgetary allocation, with extensive analysis at both national and state levels. 3.Analyze impact of insufficient resource allocation (human as well as financial), infrastructure, delays in grants, as well as bottlenecks in utilization in context of the sector. 4.Determine required resource allocation which is required for ECCE and Education. 5.To provide recommendations that would contribute to shaping the organization’s articulation of demands from the State on budgetary allocations.
Expected Outcomes from the Assignment: •Final report (to be submitted before March, 2015) •An Executive Summary •Powerpoint Presentation of the major points •Handing over of all the documents reviewed
Assignment to be completed within 3 months of final selection Proposal Contents: The proposal should contain a) Technical and b) financial bid separately. Technical bid should include the following details: •Brief note on relevant past experience of the agency •A detailed write up on the process that agency would follow to meet the objectives •Description of the methodology to be followed for calculating the projections •Team design for the assignment – include CVs of the project holder and key staff / consultants •Proposed timelines. •Full postal address and contact details •Organization’s registration details •Short Profile of the organization •Latest Annual Report of the Organization
Financial bid should include the following details: •Total Budget (‘000), along with line item wise break up Submission Procedures: •Submission need to be carried out in soft as well as hard copy in the prescribed format attached herewith by courier/speed post, no later than the date mentioned above. •No proposal would be considered / accepted post the mentioned last date. •All RFPs must be submitted via e-mail only at rpf@crymail.org •Proposal must state that they are valid for a period of at least forty five (45) days from the closing date i.e. 24th December, 2014. Physical Proposals must be submitted in sealed envelope. •The name and address of the organization must also appear on the envelope and the subject line of the email.
Opening, Evaluation and Agreement: •Proposals may be opened by CRY at any time after the submission deadline. •Shortlisted agencies will be called for a discussion to CRY Delhi office for discussion regarding the assignment. The final selection of the agency will be based on the discussions. •This RFP does not commit CRY to award a grant or to pay any costs incurred in the preparation of a Proposal for the goods and/or services offered. •CRY reserves the right to accept or reject any or all Proposals received as a result of this request, to negotiate with all qualified applicant(s) or to cancel this RFP, if it is in the best interests of CRY to do so. The decision of CRY shall be final.
