CALL FOR PROPOSAL: Civil Society and Police Reform
This is a Call for Proposals by the Regional Office of the Friedrich Naumann Stiftung für die Freiheit (FNF), New Delhi. FNF has for long supported CHRI’s work on police reforms and right to information in South Asia. Starting 2013, it is the beneficiary organization under the European Instrument for Democracy and Human Rights (EIDHR/2012/296855) for a project on ‘Civil Society and Police Reform in South Asia’ of which CHRI is the main implementing partner. This is a three year project from 2013-2015 covering India, Pakistan, Bangladesh and the Maldives.
CHRI works closely with local partners in other project countries.
Purpose: The overall goal of the project is to enable civil society play a greater role in demanding accountable policing and protection of human rights in the region. The project specifically aims to provide technical and financial support to smaller civil society organizations based in different parts of the region and involved, in some capacity, with the police in order to further augment their efforts and engagement. To this end, FNF invites proposals from civil society organisations working in the field of Access to Justice in Assam and Meghalaya. The sub-grantee will work in close collaboration with CHRI. CHRI will provide staff training and capacity building support as necessary to staff of the selected sub-grantee.
Funding & Timeline:
This call for proposal is for a sub-grant of up to a maximum of 10,000 Euros, for a period of ten months from January 15 2015 - October 15 2015.
The proposal must include the following aspects:
Willing to undertake specific research on women in policing in the states of Assam and Meghalaya in collaboration with CHRI, followed by discussions with the police departments in both states on the research findings and policy recommendations
Organise networking meetings with the police in Assam and Meghalaya to apprise them of the project's approach to, and work on police reform and accountability in India
Initiate dialogues on better policing with civil society networks in Assam and Meghalaya
Develop / translate / disseminate public education material on policing in collaboration with CHRI in Assam and Meghalaya
Eligibility:
Previous experience (preferably at least three years) in working with the police and on policing related issues will be an advantage.
The organisation should have a Foreign Contribution Regulation Act (FCRA) clearance.
Organisations with offices and previous/on-going work in both the states will be prioritised.
The organisation should undertake to continue its work on better policing beyond the period of the sub-grant.
