Expression of Interest for selection of research institutions for implementing the Study of Labor Markets in 3 GCC Countries
 
Background:The Ministry of Overseas Indian Affairs (MOIA), established in 2004, is the focal Ministry for all matters concerning emigration of Indians for work, leaving to 18 notified countries, wherein an Emigration Clearance is a pre-requisite. The movement of certain categories of workers, requiring the Emigration Clearance, is regulated by the Emigration Act of 1983, implementation and adherence of which is overseen by the Protector General of Emigrants (PGE) through Protector of Emigrants (PoEs) offices located across India. To further Ministry’s efforts to make the labour migration from India safe, legal and humane, the Ministry has taken several steps including implementation of schemes for the welfare of migrants leaving abroad for work. One of the focus area of the Ministry is skill development of potential migrants leaving India which has direct impact on wages of migrant workers and the volume of remittances sent back to India.
 
The India Centre for Migration (ICM) is a 'not for profit' society established by the Ministry of Overseas Indian Affairs (MOIA) in July, 2008 to serve as a think tank on all matters relating to International Migration. The Centre undertakes empirical, analytical and policy related research, implements pilot projects to document good practices and assists in capacity building of stakeholders at the sub-national level.
 
Background to study
 
Much of the labor migration from India is to destinations in the Gulf Cooperation Council (GCC), and emigration data indicates the numbers are on rise. India, as the source country, and as an active member of both the Colombo Process and Abu Dhabi dialogue, has also an obligation to ensure that the skill profile of migrant workers improves at a qualitative level so as to make India recognized as source country for skilled, qualified and certified workers. Understanding of the dynamics of labour market in GCC countries and identification skill-specific needs is a pre-requisite to implementation skill development programs aimed at overseas employment. It is in this context the study of labor markets in the GCC countries finds utility to efforts of MOIA. The implementation of the study will be coordinated by India Centre for Migration (ICM).
 
Timelines
 
India Centre for Migration proposes to have the study implemented in 6 months from the date of signing the contract with the successful applicant/institution.
 
Objectives of the Study
 
Understand the labor market policy of 6 GCC countries with particular emphasis on UAE, KSA and Kuwait in relation to four specific occupations
 
Data on current trends in migration from India to GCC countries, and also data on other expatriates/foreign workers in GCC countries
 
Statistics on labour force both in India and GCC countries for the four occupations.
 
Compilation of data sources/studies currently available on these subjects
 
Examine the systems in place for capture of labor market information both in India and the GCC countries and initiatives taken so far
 
Collect information on trends and opportunities for four occupations in 3 GCC countries, forecast for next 10 years, and major opportunities for Indian workers
 
Assessment of skill gaps based on a comparative of National Occupation Standards (NOS) of both India and the three identified countries.
 
Outcomes of study
 
Provides information on trends and opportunities for employment of Indian workers in the four specific occupations at destination countries
 
Provides information on skill requirement, verification and certification of training as accepted at destination
 
Ways to improve data collection/ w.r.t. labor migration to 6 GCC countries
 
Agreement
 
There will be an exclusive implementation agreement between ICM and the selected institution with detailed terms & conditions.
 
Copyright:India Centre for Migration (ICM) & Ministry of Overseas Indian Affairs (MOIA) will be sole owners of the outcome report. Publication of the report, in part or full, by the selected institution or the researcher/s involved, cannot be done without prior written permission and approval by ICM & MOIA.
 
It is expected that the report shall be original including information & data collected during the process of implementation of the study. If sections of the report are taken from any other source/study, it should be clearly mentioned to avoid any copyright violations. In cases of such copyright violation, the selected institution shall bear sole responsibility.
 
Eligibility Criteria
 
Academic/research institutions affiliated to University Grants Commission (UGC) and other academic centres of excellence affiliated to UGC & consultancy organizations are eligible to apply.
 
Applicants with experiences in one or more as shown below will be preferred:
Labour migration from India to GCC
Labour market assessments & labour market information systems/analysis
 
Mode of Application
The final institution for implementation shall be selected via two stages:
the Expression of Interest – Stage I & Pre-bid discussion
the Submission of Technical & Financial bids – Stage II
The current advertisement is to secure Expression of Interest and obtain technical proposals. All technical proposals received through the EoI shall be evaluated based on the criteria shown below to short-list institutions for pre-bid stage discussion:
 
Strength of the proposal – 30 Marks
Methodology – 30 Marks
Credentials of the principal researcher/other researchers – 20 Marks
Credentials of the applicant institution – 20 Marks
 
Terms of reference (ToR) for the study shall be finalized after pre-bid discussions after which all the applicant institutions shall submit both technical and financial proposals for final selection of the institution.
 
Documents to be submitted at EoI Stage – I:
Technical proposal including methodology
Implementation plan for 6 month-period to achieve the objectives
All documents supporting eligibility criteria
Resume of both the principal and co-researchers along with transcripts of publications on the subject.
 
If they are applying on behalf of an institution, the profile of the institution and list of projects completed/on-going on the subject concerned or related subjects to be submitted
The above documents can be submitted in a sealed cover addressed to:

Documents to be submitted at dual-bid stage – II:
 
Technical proposal including methodology based on revised ToR after pre-bid discussion
Implementation plan for 6 month-period to achieve the objectives based on revised ToR after pre-bid discussion
 
All aspects relating to foreign travel, if any, should be covered both in the technical proposal and while estimating the overall budget/financial bid
 
Technical & Financial bids to be submitted in separate sealed covers addressed to: Joint Secretary (FS) & CEO, ICM, Ministry of Overseas Indian Affairs, Room No -  913, 9th Floor, Akbar Bhavan, Near Yashwant Place Market, Chanakyapuri, New Delhi - 110021
 
Penalty
 
The institution which has been awarded the contract is responsible for achieving deliverables identified by ICM in the pre-bid discussion and as mentioned in the RFP. There would be a penalty for non-completion of deliverables by specified timeline, submission of unsatisfactory output, and for breach/dishonor any of the contractual provisions of the Agreement.
 
Evaluation of the final report/deliverables
 
The final report/deliverables will be submitted to the Research Committee of ICM and will be evaluated by expert/s as recommended by the Committee. The decision of the Committee is final in accepting the report/deliverables.
 
Note
The research objectives and utility mentioned in the EoI are only indicative. Applicants are encouraged to explore other questions related to the subject theme of understanding the labour markets in the GCC countries. The last date for submission of research proposals is 25 January 2016.
