Introduction:On July 11, 2013, the agreement on joint support for decentralized cooperation between French and Palestinian local authorities was signed by the Palestinian Ministry of Local Government, the Palestinian Ministry of Planning and the French Consulate General in Jerusalem.

This system is dedicated to strengthening the capacities of contracting authorities of Palestinian local authorities in accordance with the powers and competences recognized by the Law.
It is structured around a call for projects to enable the co-financing of decentralized cooperation projects selected by a joint steering committee.
 
This plan is planned for a period of 1 to 3 years (2016-2018), and is managed jointly by the Delegation for External Action of Local and Regional Authorities of the French Ministry of Foreign Affairs and International Development, the French Consulate General in Jerusalem and By the Palestinian Ministries of Local Government (MoLG) and Ministry of Finance.
 
The Ministry of Foreign Affairs and International Development (MAEDI), endowed this scheme with 150,000 euros per year, subject to the corresponding budgetary entries in the budget law. The participation of the Palestinian Authority amounts to $ 100,000 for the three years of the program.
This Regulation details the procedure for the call for proposals.
 
I. Eligibility criteria

A. Eligibility of applicants

The call for proposals is addressed to the French and Palestinian territorial collectivities and their groupings in order to receive projects which can be co-financed if they are selected in the framework of a decentralized cooperation partnership .
 
In all cases, project management must be carried out by one or more French territorial authorities or groups in partnership with one or more Palestinian communities. The prime contractor may be delegated, for example, to an association or a company. However, the project must directly involve local and regional authorities in their competences or their capacities to mobilize the players in their territories by ensuring the strategic and financial management of the project. A project can not be retained if the community that submits it plays a lessor role.
A project is eligible only if it is presented jointly by at least one French local authority and one Palestinian local authority (governorate, municipality, village council, local council, Palestinian refugee camp).
 
B. Areas of intervention:This system is dedicated to strengthening the capacity of contracting authorities of Palestinian local authorities or their groupings in compliance with the powers and competences recognized by the law. The requests of the partner communities must correspond to genuine development projects.

All projects and actions located in the Palestinian Territories are eligible. 
The Palestinian and French authorities have chosen to target their interventions to the most vulnerable populations, particularly in the Gaza Strip, the C areas, which are enclaved and bordering on the separation wall and the refugee camps.
 
C. Priorities

Projects will focus on:
1. Rural development, agriculture and food security 
This priority aims to support projects allowing territories to promote local agriculture, develop and develop production chains, particularly food crops, improve and structure marketing channels, Processing and distribution. Special attention will be paid to land-use projects in Zone C.
2. Water, sanitation and waste 
management This priority is aimed at projects aimed at improving the management of water, waste and waste services through, in particular, the organization of training, technical assistance to operators Networks), sensitizing populations, financing strategic studies and infrastructures. These projects should be carried out in line with the PWA guidelines and with the actions developed by the French Development Agency (AFD). Projects implementing the "Loi Oudin-Santini" and the "1% waste" will be privileged.
 
3. Child protection and gender equality  
 
This priority encourages projects to protect the rights of children and women and promote their well-being through improved access to education and training, health services (Including sexual and reproductive), sporting activities and building the capacity of social services of Palestinian local authorities and socio-cultural centers. 
Projects aimed at empowering women and girls, access to employment and entrepreneurship and combating gender-based violence are also encouraged.
 
4. Culture, tourism and heritage : This priority is aimed at projects aimed at developing and implementing strategies for the development of sustainable, responsible and solidarity tourism and to promote the cultural and natural heritage in order to generate growth and To allow a balanced development of territories.
 
5. Economic development of territories :In line with the priorities of the Palestinian Authority, this priority aims to support Palestinian local authorities in creating the conditions for local economic development on their territory. 
 
Projects encouraging the emergence of economic partnerships and the participation of French companies and the Palestinian private sector (co-financing, provision of expertise) to the setting up and accompanying projects are encouraged.
 
D. Priority partnerships

Projects that will:
 
Encourage partnerships enabling projects to have a unifying role in mobilizing local communities and bringing coherence to a wider territory. In this perspective, the regional platforms for decentralized cooperation may constitute a coordinating body.
 
 Are carried by several French and / or Palestinian territorial authorities, aiming to pool their means of intervention and give more coherence and effectiveness to their actions.
 
 Promote the development of intercommunality in rural areas.
 
In addition, good practices aimed at consolidating partnerships for decentralized cooperation over time will be favored, in particular those which provide for:
 
 The setting up of a steering committee ensuring regular administrative, political and technical follow-up of the partnership.
 
 The conditions for the sustainability of the project.
 
 Information and communication campaigns on the actions carried out, involving the DAECT, the French Consulate General, the MoLG and the Palestine Mission in France, to the media, through the realization and dissemination of Joint brochures, web page creation, etc.
 
E. Ineligible actions

Actions that are not carried out by local Palestinian and French local authorities are not eligible.
 
Projects intended exclusively for one of the following operations are not eligible for co-financing:
 
The functioning of local authorities or their services (purchase of equipment or supplies, financing of operations);
 
 Missions and studies prior to project identification;
 
 The taking over of logistical means from France (transport, containers, vehicles, etc.);
 Contribution to another local development fund;
 
 The dispatch of materials (medicines, books, etc.) or private collections;
 Exchanges of students and young people.
 
Depending on the quality of the project and the relevance of these actions within the project as a whole, MAEDI may finance one of these operations, including a total project within the limit of 20% of the project.
 
F. Duration of the project

The duration of the project will be between 12 and 24 months, depending on the date it is filed and the requirements of its action program.
G. Amount of co-financing

The contribution of the MAEDI for each project can not be greater than 35% of the financing. However, in the event of the pooling of French authorities on the same project, the contribution could be 45%. The rest will be financed by the French territorial authority (s) whose valuation will be taken into account up to a limit of 20%.
 
The Ministry of Local Government will act according to the quality and alignment of the project on national priorities.
 
At least 35% of the French community (s) will participate and the Palestinian local authority (s) will have a minimum of 10% of the total amount of the project.
 
Significant involvement of the foreign partner community should be sought where possible. Moreover, this contribution is a guarantee of the appropriation and effectiveness of aid.
