Terms of References (ToR) for Comprehensive Nutritional Assessment (CNA) in CRY Programme implementation areas

Purpose:          

The purpose of this ToR is to invite research agencies to submit proposals for comprehensive nutirtional assesstment. This ToR also provides terms, conditions and requirements for the proposal to be submitted for the said research in 49 districts in 15 states of India where CRY operates their nutritional interventions. The district-wise list is available in Annexure “A”.

Background (Organization):CRY stands for Child Rights and You, a rights – based organization actively working for more than three decades for the Indian child. We believe that all children are equal, with equal rights guaranteed to them in the Constitution of India. For over 34 years of working with and for children across 23 states in India, we’ve learnt that lasting change in the lives of children is only possible when we address the root causes of issues like discrimination, caste, class, gender livelihoods and the displacement that continues to keep them uneducated, hungry and vulnerable. CRY has recently put in place a ten year strategy across five specific goals (on Health, Nutrition, Education, Child Protection and Child Participation) both for our partner intervention support (operational goals) and the organization’s policy advocacy efforts (policy goals).

Background (Programme)

CRY’s Thematic Goal for Nutriton Programme: Ensure a significant reduction in the rate of child malnutrition in CRY operational areas.

Child Nutrition is one of the focuse areas of CRY. To achieve the said thematic goal, CRY invests resources through grassroot partners to improve the overall nutritional status of  children under the age of six years. CRY’s intervention covers select communities in remote areas in villages/hamlets across 23 states.

CRY’s programming includes both prevention of malnutrition and adequate response to children who are severely malnourished. To achieve this result, a life cycle approach starting with pregnant women, lactating mother, children upto six years of age and adolescent girls has been adopted. CRY’s programme on nutrition also focuses on ensuring all children in the household have right to nutritious food. Further, it also addresses appropriate feeding practices, food consumption patterns at household level and interevns to increse the age of marriage. The Behaviour Change communication programme supports in building the enviornment and enabling the grassroot efforts in combating malnutrition in CRY operational areas.

Rational and Need for Proposed Research:

Data from various sources and research studies have indicated high level of both chronic( Stunting) & acute(Wasting) malnutrition in india. Also, within each of these categories, the number of children affected by the severe malnutrition is substantially high. Nutritional programmes have been largely unable to make much headway in dealing with these problems. In addition, inadequate and traditional feeding practices for children make it difficult to achieve the needed improvement in children’s nutritional status.

There is considerable variation in prevalence of malnutrition by state and districts. Among the states, Bihar and Kerala have the highest and lowest prevalence of malnutrition respectively. Even in Kerala which has the lowest prevalence, 27 percent of children are stunted, 28 percent are underweight, and 12 percent are wasted.

Given the severity of problem and urgency of the required response, there is a significant need for updated data to design effective interventions and policies. Also, since there are a variety of factors that affect malnutrition, the data needs to be contextual with respect  to place and time. At present, the NFHS 2006 is the only available data for planning of nutritional interventions and given the lapse of time, its relevance for usage has substantially declined. Another round of NFHS would take atleast two to three years to be realeased. Given this gap in knowledge of reality, CRY proposes to undertake a study to assess nutritional status of children in its intervention areas. The study would monitor the ongoing nutritional transition and generate evidence to initiate appropriate and context-specific interventions to combat malnutrition.

Documentation Required for Proposal
Proposal should be submitted in the following format up to a limit of 20 pages (excluding CVs) by 15th December 2014.


1.     Profile of the organization (1 / (1/2) page)

Brief overview of the organization including year of establishment, main areas of expertise, past clients, organizations (credentials) including experiences with government and international organizations, financial particulars, geographic scope of work and contact information of key personnel.


2.     Relevant Experience on Health and Nutrition Research - 1/2 pages per project/assignment). Summary of relevant experience in conducting research at district, State/national level. Brief description of the project, nature of technical inputs provided by the agency, resource allocation and results.

3.     Research Team (attach separately)

The research team should have individuals with specialization in the area for research, research methodology as well as statistics.The proposal should have Curriculum citae of all team members  who will be part of the core team.

4.     Technical Proposal (10 – 12 pages)
•Methodology and approaches to conduct the study as per listed deliverables.
•Time schedule with milestones / performance targets.

5.     A separate Financial Proposal

The proposal should contain detailed budgets with the item-wise costs under broad heads. Agency should propose the separate and comparative budget for both the sampling options i.e. LQAS and cluster sampling option.

List of Annexes requested with the proposal:
1.Detailed rationale/calculations for budget
2.Study plan with Timeline.
3.Brief note on relevant past experiences related to studies done by the agency. (Including names and addresses of the clients)
4.Bio-data of all key resource persons.
5.Contact Information.

•Last date for submission of proposal with response to ToR is 15th December 2014.
•Only shortlisted agencies will be contacted for further award of contract.
