Programme Background In June 2013 Plan India with the support of Human Dignity Foundation (HDF) initiated a five year project to strengthen prevention, prosecution and protection services for children at risk of or subjected to trafficking for labour in 10 districts of Andhra Pradesh and Telangana and Bangalore with the support of Human Dignity Foundation. The overall project goal of this five year project is to prevent, protect and rehabilitate 50,000 under-14 year girls and boys who are at risk of or subjected to trafficking for labour. The primary target groups under the project are children between 6 to 14 years of age, who are either child labourer and/or vulnerable to trafficking for labour because of poverty, school dropout and migration and 1,00,000 indirect beneficiaries including family members, and government officials through sensitization and capacity building programs. The project is being implemented in partnership with five partnersacross 10 districts of Andhra Pradesh& Telangana and Bengaluru city covering nearly 1200 villages and slums (less than 5% slums). The 5 partners are - Academy of Gandhian Studies (AGS), Bharati Integrated Rural Development Society (BIRDS), Mahita, Modern Architects of Rural India (MARI), and Sravanti. AGS provides technical support on Education, Protection and Livelihoods to the implementation partners and has been leading advocacy for two years. It also implements the Bengaluru intervention. The other four partners carry out grassroots implementation and district advocacy. Time Period:The proposed assignment is expected to be completed by 30th April 2016. Institutions and individuals interested in submitting the technical and financial proposals are requested to submit the same along with a plan of action to Plan India by 31st Jan 2016. Unit Name and Project Funder Details Project Name: Strengthening of Prevention, Prosecution and Protection Services for Children at Risk of or Subjected to Trafficking for Labour in Andhra Pradesh, Telangana and Bangalore Clauses if any The call is open for group of competent individuals, academic institution, consulting firm, or Civil Society Organisation/ NGO which has a legal mandate to take up consultancy contracts. It is expected that the applicant agency has: At least 8-10 years’ experience in evaluating rights based programmes in developing countries. Knowledge and experience of quantitative and qualitative social research methods. Depth knowledge on synthesising the qualitative aspects ; conduct qualitative studies and methodologies Substantial knowledge of Child Trafficking / Child Labour Issues with in South India, Child Protection and a rights based approach Excellent reporting, writing and facilitation skills High level of English proficiency (verbal and written) Excellent communication skills including in communicating the findings of the evaluation to relevant stakeholders clearly and concisely Undertaken previous final evaluations in this thematic area in the South Asia region The applicant agency must have group of experts ready to commence work on a very short notice. The agency will be selected based on 70:30 Quality & Cost based selection. Additional clarifications: The applicant agency will be responsible for all compliance related to reporting and statutory taxes in the country where they are registered. The applicant agency will be responsible for availing visas for persons working on this assignment as needed. The applicant agency should have a strong understanding of child protection principles and human rights ethics related to trafficking and information management. The applicant agency must have demonstrated, high level skills in documentation. Child Protection Policy Plan is committed to protect children and to prevent them from any harm they may be exposed to through our work. Therefore, the successful applicant will be requested to sign and comply with Plan’s Child Protection Policy. This is a Level 2 assignment as per Plan’s Child Protection Procedures and may have some contact or interaction with children.Throughout the process, compliance with Plan’s Child Protection Policy and standards must be assured.
