RFP- Assessment of Hunger Projects Strategy for Building and Strengthening of EWRs Leadership Odisha

Request for Proposal (RFP) for Assessment of The Hunger Project’s Strategy towards Strengthening and Building of Leadership of Elected Women Representatives (EWRs) in Odisha

The Hunger Project (THP) is a global, non-profit, strategic organization committed to the sustainable end of world hunger and has a presence in 22 countries. THP in India is headquartered in New Delhi and works across 7 states of Rajasthan, Uttarakhand, Madhya Pradesh, Bihar, Odisha, Karnataka and Tamil Nadu with Elected Women Representatives (EWRs).

THP invites applications for an outcome assessment for the state of Odisha. which is in the final year of the election cycle in 2016 and is due for the next Panchayat election in February 2017. This assessment will be conducted for THP’s intervention carried out in the last 5 years (2012-17) across 7 districts, 17 blocks, training more than 1000 EWRs across 300 Gram Panchayats.

1. Objective of the Assessment:

  • Assessment of the capacities accrued to the EWRs and their performance, in terms of the rights/entitlements they have been able to secure for their constituents through the implementation of various government schemes and
  • Assess the capacities of the local partners, trained by THP who have been implementing the program in the state
  • Provide insights to THPs strategy with recommendations towards program improvement and future course of action for THP in the state
2.Time frame:

The proposed assesement will be for a period of 90 days, starting from August 2016 to November 2016. 

3. Minimum Requirements:

  • Only applications from institutions/agencies/firms/organizations are invited
  • Interested applicants should have a rich and varied experience (at least 15 years) in the development sector, with proven M&E skills especially in conducting large scale evaluations
  • Applicants should be familiar with both qualitative and quantitative research techniques and know software packages such as R or SPSS.
  • Having a gender analytic lens and knowledge of the local governance system ( Panchayati Raj Institutions) is recommended
  • Familiarity with the state of Odisha will be helpful
  • Finally, the applicant should be comfortable working in collaboration with the organization commissioning the study
4. Procedure for Expression of Interest

Only those short-listed will receive an acknowledgment via mail and will be called for a personal interaction to THP India’s headquarter in New Delhi.
Shortlisted candidates will have to bear their own boarding and lodging costs.
