Call for Proposals-Study on NRLM Processes – Efficiency and Effectiveness

The objective of the study is to identify, map and assess various programme/business processes adopted by different State Missions in building, nurturing, and capitalising community institutions for informing strategic changes nd course corrections under NRLM.
Methodology: Understanding and reviewing the NRLM processes in the first 3-4 years in a resource and intensive block, district and state, based on NRLM Framework and Model Communityperational Manual (COM), Human Resources Management Manual (HRMM), Financial Management Manual (FMM), etc.
Review and analysis of MIS data and progress report submitted ate Missions.
Field visits to 5-6 Resource/intensive blocks from 2-3 select States (to be selected in consultation with NRLM-National Mission Management Unit (NMMU) and informed to the elected bidder later). This would include interactions/FGDs with community members,eaders, and cadres at various levels and the mission staff at various levels. This would also nclude study of various processes in the first three years in a block, district and state in these three states.
Period of Consultancy: The total period of consultancy is expected to be 4 weeks from the date of signing the ontract.
