Introduction: he India HIV/AIDS Alliance (Alliance India) is a diverse partnership that brings together committed organisations and communities to support sustained responses to HIV in India. Complementing the Indian national programme, we work through capacity building, knowledge sharing, technical support and advocacy. Through our network of partners, we support the delivery of effective, innovative, community-based HIV programmes to key populations affected by the epidemic.

Alliance India works through NGO and CBO partners to support efforts that have a sustainable impact on HIV. We place communities at the center and work to ensure that vulnerable and marginalised people are meaningfully involved in all aspects of our response, including sex workers, men who have sex with men (MSM), transgenders, injecting drug users (IDUs) and people living with HIV. Our programming and policy efforts are driven by evidence of what works; quality and accountability are core priorities in our interventions, technical support and grant management.

Alliance India in consortium with four other organizations implements the five-year Global Fund-supported Pehchan program in 17 Indian states to build the capacity of 200 CBOs to serve as effective HIV prevention partners with the National AIDS Control Programme and reach 453,750 MSM, transgenders and hijras using a community-driven and rights-based approach. The Project Office will manage implementation in four northern states: Delhi, Uttar Pradesh, Bihar and Punjab.

Summary of responsibilities:  The Training Officer will be based in the North Region Project Office of Pehchan based in Delhi and will be primarily responsible for coordinating the development, management and implementation of the training and capacity building programmes of the project in Delhi, Uttar Pradesh, Bihar and Punjab. S/he will develop, implement and/or commission training and capacity building programmes and resources to strengthen the capacity of SSR CBOs, Sub Sub Recipients of Pehchan programme. He/she will manage and co-ordinate all aspects of the training and capacity building of SSR CBOs; liaise with the SSR CBOs and other relevant stakeholders to ensure effective implementation of the programme in coordination with respective State Technical Units.

Key Responsibilities:

• Manage and implement training and capacity building initiatives for the Pehchan programme in the north region ensuring high level of quality in the deliverables.

• Implement and commission training and capacity building programmes and resources to strengthen the capacity of SSR CBOs.

• Develop training calendar for SSR CBOs and share with Alliance India Training team, for better coordination of activities.

• Strong understanding about the ground realities of north region and ensure that the capacity building activities are in accordance to the requirement of the communities.

• Support the training evaluation activities of the Alliance India to identify the effectiveness of the trainings and take corrective measures if required.

• Work in close co-ordination with other team members and support them in facilitating and organising training programmes in the north region.

• Directly provide and facilitate the delivery of technical assistance and capacity building support for strengthening the programme and organisational development of partner organisations in north region.

• In coordination with the training team in Alliance India implement a customized quality control framework that ensures trainings under the Pehchan Programme are translating into quality programmes.

• Participate in the sharing and documentation of learning from the programme.

• In coordination with the Training team at Alliance India ensure that all logistics arrangements for the training programmes in north region is carried out effectively.

• Responsible for the contracting process for all external consultants/agencies in relation to the training /capacity building programmes in the north region.

• Prepare and maintain a resource directory of training institutes/ resource persons.

• Ensure that all training programmes at their respective region are carried out as per the timeline ensuring the quality of the deliverables


Essential requirements:

• Degree in social sciences, health or development field (or equivalent) or a Bachelor’s degree with at least 3 to 4 years of progressively responsible management experience in the health, development or other relevant sector.

• At least 2 years working in HIV prevention programmes, including experience working with MSM/, transgender and hijra populations.

• Proven experience in developing and delivering training and capacity building programmes.

• Experience of providing technical support to and capacity building of organisations, especially those working at the community or grassroots level.

• Demonstrated experience working with trainers.

• Knowledge and understanding of development issues and the HIV epidemic(s) in India, particularly in relation to MSM, transgender and hijra populations and other vulnerable populations.

• Excellent analytical, writing and verbal communication skills.

• Ability to work effectively in teams as well as independently.

• Ability and willingness to undertake extensive travel; primarily within the north region States.

• Fluent in English, Hindi.

The position requires a strong commitment to HIV/AIDS and sexual and reproductive health and NGO activities in India, and a strong interest in and understanding the relevant issues.
