Background and Purpose: The CDN programme in Tamil Nadu collaborates closely with ICDS and NRHM to promote IYCN related activities, supporting, adolescent nutrition and improving micronutrient nutrition through system strengthening of on-going and newly initiated programmes and improving care and feeding behaviours.

The efforts concerted by CDN UNICEF in the state will require implementation and monitoring support especially in focus districts, blocks and villages to improve quality of services for mothers, children and adolescents through government programmes.

In order to strengthen supportive supervision in ICDS, there has been a strong collaboration with NIN, Hyderabad to provide technical assistance to the core team in validation of nutritional status data. The exercise needs to be monitored at various levels of implementation. UNICEF   is also a technical guide for reviving accreditation that can motivate AWWs and enhance their performance in service delivery. Capacity building and roll-out are the major activities to be facilitated.

The CDN programme under the Chennai Office also supports selected interventions, under RMNCH-A+ for accelerating government’s efforts for improving child survival and development. This requires immediate co-ordination efforts to focus on nutrition interventions in the high priority districts assigned to UNICEF by GoI in Tamil Nadu.

It is proposed to hire a consultant to coordinate replica hublot and monitor programme activities and assist Nutrition Specialist in strengthening the nutrition programmes, in the two states. The consultant will also assist in capacity development activities and in monitoring programme interventions.

Major Tasks to be accomplished:

a. Under the technical guidance of the programme officer, work closely with PO and CDPOs of ICDS to guide and support adherence to implementation approach designed for the validation exercise on nutritional status, especially at the AWC level in 12 districts.


 b. Co-ordinate within districts to facilitate the process of  gap filling under the SABLA and WIFS programmes and pave way for delivery of quality services to improve adolescent nutrition through AWCs and schools.

 c. Under RMNCH-A+, focus in High Priority Districts in Tamil Nadu and work with district ICDS, health, and Education Depts.to initiate/strengthen/streamline nutrition interventions such as IYCF, IFA supplementation and VAS.

 d. Liaise with Salt Dept. TNSC, ICDS, NRHM and Education and other depts. for promotion of iodised salt and  double fortified salt

 e. Support facilitation of interventions on food fortification and micro nutrition including mapping exercise on prevalence of anemia and to initiate double fortification of salt.

 f. Undertake travel outside Chennai to districts in Tamil Nadu for supporting nutrition interventions and activities and document the observations and progress for sharing and planning at regular intervals.

 g. Any other task related to programming as guided by the Supervisor.

Objectives:

a. To support implementation of new initiatives in nutrition such as WIFS, IYCF, VAS, NRCs in Tamil Nadu.

b. To strengthen monitoring and supportive supervision in ICDS through validation of nutritional status data and accreditation of AWCs in selected districts of Tamil Nadu.

c. To catalyse government’s efforts for accelerating and in implementing nutrition interventions universally through revised strategies for micronutrient programmes.  

d. To monitor CDN programme in the high priority districts of Tamil Nadu as part of RMNCH-A+ and accelerate governments efforts to improve maternal and child health.

6. Official travel involved

Travel within districts of Tamil Nadu and for RMNCH+A up to a maximum of 5 days a month in Tamil Nadu.

 Qualifications/ Specialized knowledge/ Experience required:
•Advanced university degree in Nutrition, life sciences, public health, social sciences.
•At least 2-3 years of Experience of working with key health and ICDS flagship programmes at state and district level.
•At least 2-3 years of experience in proposal development, programme management, documentation and assessments/ research in health and nutrition.

•Skills: Computer literacy in MS office, Data management and analysis, documentation, report writing and oral presentation skills in English.

•Language proficiency; English is must and Tamil is desirable.

Total score - 100 Minimum qualifying marks (70 i.e. 70% of the total)

(5) Only short-listed candidates will be called for written test/interview (if applicable).

(6) The financial proposals of only those candidates, who are found technically responsive, will be opened.

(7) Any attempt to unduly influence UNICEF’s selection process will lead to automatic disqualification of the applicant.
